Singapore is an increasingly popular destination for migrants from around the world seeking a prosperous, safe, and high quality of life. It is easy to see why. Not only does it have the most open economy in the world, but it is also extremely easy for businesses to set up and operate in Singapore. The economy of Singapore is also considered highly stable, with zero foreign debt and a robust balance of trade. For these reasons and many more, Singapore is now extremely attractive to skilled foreign workers seeking new career opportunities, both on a temporary or permanent basis. On this page, we will explain who qualifies for the Employment Pass for Singapore, the requirements which must be met, and the application process.

What is the Employment Pass for Singapore?

The Singaporean Employment Pass is a work visa intended for foreign professionals, managers, and executives who wish to take up employment in Singapore. Applicants must have a job offer that meets the minimum income requirements and have the qualifications required to fulfil their role. If granted, Employment Pass holders can stay in Singapore for two years initially, and this can be extended for up to three years. Under the Employment Pass scheme, it is also possible for family members to join the pass holder in Singapore.

Am I eligible for an Employment Pass for Singapore?

According to the Singaporean Ministry of Manpower (MoM), to qualify for an Employment Pass for Singapore, applicants must meet the following criteria:

  • Have a job offer in Singapore.
  • Work in a managerial, executive, or specialised job.
  • Earn a monthly salary of at least $4,500
  • Have the required qualifications for your role; this may include holding a university degree, professional qualifications, or specialised skills.

A higher salary than $4,500 per month may be needed by some, depending on their age/industry. For example, the salary requirement for those in the financial sector is $5,000 per month. The rules also state, “The qualifying salaries for older and more experienced candidates in their 40s will be raised correspondingly and will remain around double the minimum qualifying salary for the youngest applicants”.

Before an employer can apply for an Employment Pass for a foreign worker, they need to follow the Singaporean Fair Consideration Framework (FCF), which requires that they advertise the role domestically on the MyCareersFuture website for at least 28 days, and all candidates must be considered fairly. This is similar to a labour market test carried out in many other countries to ensure that no settled worker can fill the role before it is offered to an overseas candidate.

MoM states that applications are accepted from all nationalities.

How do I apply for an Employment Pass for Singapore?

Applications for Employment Passes in Singapore have to be completed by either the employer or an employment agent. The steps are as follows:

  1. Advertise the role on MyCareersFuture website for 28 days and consider all candidates fairly
  2. Get a written consent to apply for Employment Pass from the candidate.
  3. If no suitable candidate is available, an Employment Pass application can be made online.
  4. Several documents will need to be scanned and uploaded with the Employment Pass application, including:
    1. Particular’s page of the applicant’s passport.
    2. Company’s latest business profile or instant information registered with ACRA.
    3. Candidate’s educational certificates, e.g., degree certificate.
  5. Pay the application fee of $105 for each pass requested.

Once the application, documents, and payment have been submitted, it then takes around three weeks for applications to be processed.

If approved, the candidate is then permitted to travel to Singapore (they will need entry approval to travel to Singapore). At this stage, the employer needs to request the candidate’s pass and pay $225 for each one. After this, a notification letter will be issued, which permits the candidate to work while waiting for their pass card. The candidate will then need to register their biometrics at an Employment Pass Services Centre (EPSC), and the card will be delivered by post within four working days.

Your pass will allow you to stay in Singapore for up to two years initially, after which you can apply to renew your pass for a further three years. This can be done up to six months before the pass expires.

Can my family join me in Singapore if I hold an Employment Pass?

Yes, however, if you wish to bring family members with you as an Employment Pass holder, you will need to earn a salary of at least $6,000 per month. The type of pass your family member will need depends on their relationship to you, as follows:

  • Legally married spouse - Dependant’s Pass
  • Unmarried children under 21, including those legally adopted - Dependant’s Pass
  • Common-law spouse - Long Term Visit Pass
  • Unmarried child with a disability above 21 - Long Term Visit Pass
  • Unmarried step-children under 21 - Long Term Visit Pass
  • Parents (Only available to parents of Employment Pass holders earning at least $12,000 per month) - Long Term Visit Pass

In order to gain immigration permission for family members, the employer needs to complete a separate application form for each person, however, these can be submitted together with the main Employment Pass application.
